Nineveh Integrity Court Orders Seizure of Commercial Properties and Mills Linked to Corruption Case

The Nineveh Investigation Court Specialising in Integrity Cases has announced the issuance of judicial orders to seize nine commercial properties and three flour mills in Mosul, with an estimated total value of around 69 billion Iraqi dinars, along with seven modern transport trucks valued at approximately $200,000 each.

The seizures are linked to the case of Adnan al-Jumaili, former Undersecretary of the Iraqi Ministry of Oil for Refining Affairs, who is currently in detention along with his associates. Al-Jumaili was arrested in May as investigators pursued allegations related to refinery projects and government contracts. Initial searches resulted in the seizure of approximately $10 million, 3 billion Iraqi dinars, around 40 properties, gold and weapons across the governorates of Baghdad, Salah al-Din and Erbil.

The investigation later expanded into a broader anti-corruption operation. In late June, authorities announced the arrest of 47 political figures and officials, including serving members of parliament whose legal immunity had been lifted.

In a statement, the Nineveh Investigation Court said the market value of the commercial properties located in central Mosul is estimated at approximately 45 billion dinars, while the flour mills are valued at around 24 billion dinars.

The court stated that the fugitive defendants had registered the properties under the names of their employees in an attempt to conceal their alleged illicit origins.

It added that, as the seized properties and factories are operational assets generating ongoing revenue, judicial guardians have been appointed to oversee their management and preservation, ensuring their continued operation and the collection of all financial proceeds.

The court reaffirmed that legal procedures will continue and that efforts will persist to locate and apprehend fugitive defendants until the cases are fully resolved.

Iraqi Prime Minister Ali al-Zaidi launched a sweeping, nationwide anti-corruption campaign in late June 2026, termed Operation "Dawn Crackdown". Aimed at prosecuting corrupt individuals and recovering embezzled state funds, the campaign has resulted in dozens of high-profile arrests, though it faces complex political resistance.

The announcement on Monday came just hours after Iraq's Central Anti-Corruption Criminal Court revealed the recovery of 375 kilograms of gold linked to the investigation.

According to the judiciary, 358 kilograms of gold were recovered in connection with al-Jumaili case through coordination with authorities in the Kurdistan Region, while an additional 17 kilograms were recovered as part of a separate operation.

The recovered gold, which was transferred to the Central Bank of Iraq and presented in the form of bars during the handover ceremony, is estimated to be worth around $49 million based on current international market prices.

On 9 July, investigators announced the recovery of an additional 14 billion Iraqi dinars (approximately $11 million) concealed inside a stormwater drainage pit. The investigating judge stated that the funds were linked to alleged irregularities in projects involving Adnan al-Jumaili and other suspects.

Earlier searches had uncovered more than $121 million in cash, which authorities said had been hidden inside plastic water bottles buried at al-Jumaili's residence in Tikrit.

The investigating judge said the case was launched in October 2025 after the Central Criminal Court for Combating Corruption received reports alleging that political candidates had spent unusually large sums during parliamentary election campaigns by exploiting state resources with the backing of influential figures from the previous government.

Investigators spent several months collecting evidence due to the complexity of the case. Following Jumaili's arrest, they concluded that the investigation had expanded beyond the involvement of a single official.
