US–Cuba Relations Deteriorate Amid Indictment of Raúl Castro

Relations between the United States and Cuba have entered a new period of heightened tension following the indictment of former Cuban president Raúl Castro by US authorities over the 1996 shootdown of two civilian aircraft operated by the exile organisation Brothers to the Rescue.

The case, which has remained one of the most sensitive issues in US–Cuba relations for nearly three decades, concerns the destruction of two planes over international waters by Cuban fighter jets on 24 February 1996. The incident resulted in the deaths of four people, including three American citizens, and led to widespread international condemnation at the time.

The US Department of Justice announced the indictment as part of what officials described as an effort to pursue long-delayed accountability for the attack. American officials argued that the move was based on newly reviewed evidence and renewed legal efforts connected to victims’ families.

Cuban authorities strongly rejected the charges, describing them as politically motivated and accusing Washington of attempting to intensify pressure on Havana at a time of deep economic crisis on the island. Cuban state media said the indictment formed part of a broader campaign aimed at destabilising the country and undermining its leadership.

The diplomatic dispute comes amid a broader deterioration in relations between Washington and Havana, with the United States increasing economic restrictions and sanctions targeting Cuba’s financial and energy sectors.

Recent US measures have reportedly focused on limiting fuel shipments to the island, worsening an already severe energy crisis. Cuba has experienced repeated nationwide electricity shortages in recent months, with blackouts affecting businesses, schools and hospitals across several provinces.

The Cuban economy continues to struggle with high inflation, shortages of essential goods and declining purchasing power. Many Cubans face difficulties accessing food, medicine and fuel, while long queues and intermittent power cuts have become increasingly common.

US Secretary of State Marco Rubio recently stated that Washington was prepared to provide humanitarian assistance directly to the Cuban people, including food and medical supplies. However, Rubio said any aid distribution should bypass the Cuban government, arguing that state institutions could not be trusted to manage assistance transparently.

Havana rejected the proposal, accusing the United States of using humanitarian issues for political purposes. Cuban officials argued that the worsening economic situation was largely the result of longstanding US sanctions and restrictions imposed on the country.

The latest developments have also reignited debate within the Cuban-American community in Florida, where political groups remain divided between those supporting tougher measures against Havana and others advocating renewed diplomatic engagement.

The United States and Cuba have experienced decades of strained ties since the 1959 Cuban Revolution led by Fidel Castro. Although relations briefly improved during the administration of former US president Barack Obama, tensions later increased again following the reintroduction of stricter sanctions and political restrictions under subsequent administrations.
