Iraqi Prime Minister Orders Review of Kurdistan’s Non-Oil Revenues

Iraqi PM chaired the meeting of Ministerial Council for the Economy.

The Ministerial Council for the Economy held an extraordinary meeting on Monday, 15 December 2025, chaired by the Iraqi Prime Minister Mohammed Shia’ al-Sudani, during which several decisions were issued to reduce public spending and maximise state revenues.

The Prime Minister directed an immediate review of salaries and allowances across the three presidencies — the Presidency of the Republic, the Presidency of the Iraqi parliament, and the Council of Ministers. He also instructed that the salaries and allowances of employees at the Presidency of the Republic and the Presidency of the Iraqi parliament be equalised with those of the Prime Minister’s Office.

In addition, the Prime Minister tasked the Federal Ministry of Planning with updating the report on unifying the salary scale for all government employees.

The Ministerial Council for the Economy agreed to submit a recommendation to the Cabinet to reconsider subsidies for wheat production, ensuring that government support amounts to 170 per cent of the global market price.

The Federal Minister of Trade was assigned to review and reform the ration card system, directing it towards those who are genuinely entitled among vulnerable segments of society. The Prime Minister also instructed the ministerial committee formed under Cabinet Resolution No. 550 to review the calculation of non-oil revenues in the Kurdistan Region, which are currently deposited into the Ministry of Finance as a fixed amount, in coordination with the Kurdistan Regional Government.

Furthermore, the Prime Minister directed support for strengthening the pre-declaration system at the Customs Authority, in coordination with the Central Bank of Iraq. He also ordered measures to enhance electricity revenue collection and to review the current tariff structure. The meeting further emphasised the adoption of automation across all government sectors, particularly in revenue collection, with a requirement that payments be made exclusively through electronic means for electricity, Baghdad Municipality collections, municipal services, and nationwide transactions.
