PUK & KDP's meeting in Pirmam.
A high-level delegation from the Patriotic Union of Kurdistan (PUK) and the Kurdistan Democratic Party (KDP) met in Pirmam, Erbil province, on Wednesday, 26 February 2025, to discuss the formation of the next government of the Kurdistan Region.
The PUK delegation led by Qubad Talabani was welcomed by Hoshyar Zebari, head of the KDP delegation and members of the delegation.
The meeting is an extension of previous meetings between the two sides; the most recent discussion took place in Sulaymaniyah on 22 February 2025. The previous meeting discussed the joint committee's report, containing political and administrative perspectives on the formation of the Kurdistan Regional Government's tenth cabinet and other institutions. Both negotiating delegations presented their comments, aiming to design a common program benefiting the Kurdistan Region's citizens. They also decided to continue their talks to gain greater understanding and design a common programme to benefit the Kurdistan Region's citizens.
Regarding the government formation and the PUK's demands, Qubad Talabani previously said during a panel: "The PUK wants a strong government, even if it means delaying its formation for a while. It is also critical that we avoid complimenting one another and focus on identifying and resolving problems rather than repeating them."
"Duhok's governance differs from Garmian's, so it is critical that the next Kurdistan Region government recognise this and extend powers to the governor, mayors, and sub-district directors," he said.
"The next government must implement the people's demands, many of which are their rights, because doing so will help the government and the country prosper," he further stated.
The PUK Spokesperson also confirmed the progress of the talks between the PUK and the KDP.
"The negotiations to form the next cabinet are making headway. In order to create a service-oriented and effective government that can respond to this stage, we want all parties to agree on everything as quickly as possible," Pire told PUKMEDIA.
A committee was previously established by the PUK and KDP to debate the formation of the government and to determine the points of disagreement between the two parties. Following a number of meetings, the PUK-KDP joint negotiating committee sent a draft proposal to the senior delegations of both parties, who are now debating the points in order to reach a conclusion and form a government.
Kurdistan parliamentary elections were held in October of last year, and the Kurdistan Region is currently awaiting the formation of its new cabinet.
It is anticipated that the two victorious parties, the PUK and the KDP, will come to an agreement to form the next government because a number of parties have already stated that they will function as opposition parties in the parliament.
