Kurdistan Region Delegation to Discuss Financial Rights in 2027 Federal Budget

A high-level government delegation from the Kurdistan Region is travelling to Baghdad on Wednesday to hold talks with the federal government over the Region’s financial rights and entitlements under the draft 2027 federal budget.
The delegation is scheduled to meet with the federal Ministry of Finance, in coordination with Kurdistan Region representatives in federal institutions, to discuss the Region’s financial and oil-related obligations and mechanisms for securing its financial entitlements in the upcoming budget.
The delegation reaffirmed that the Kurdistan Regional Government (KRG) has fulfilled, and continues to fulfil, its financial and oil-related obligations to the federal government. It stressed that no justification should be used to delay, suspend or reduce the Region’s financial entitlements.
The talks will cover salaries for civil servants, Peshmerga forces and security personnel, as well as payments for retirees, political prisoners, families of martyrs and social welfare beneficiaries. The discussions will also address operational and investment expenditures, staffing and job-grade entitlements, and sovereign expenditure.
The Kurdistan Region delegation will call for its financial rights and entitlements to be clearly enshrined in the 2027 federal budget law, ensuring equal treatment for employees and citizens of the Region and their counterparts elsewhere in Iraq.
The delegation will also stress that the payment of salaries and other essential financial entitlements should not be linked to ‘actual spending’ criteria or other restrictions that could result in delays or reductions.
It will further call for a clear and fixed mechanism to guarantee the timely transfer of the Kurdistan Region’s financial dues.
