Iraq's top presidencies' meeting.
Iraq’s top state leaders met at Baghdad Palace on Monday, 28 September 2026, to discuss political, security and economic developments in the country, as well as the latest developments across the region.
The meeting was hosted by Iraq's President Nizar Amidi and attended by Prime Minister Ali al-Zaidi, Parliament Speaker Haibat al-Halbousi, and President of the Supreme Judicial Council Judge Faiq Zaidan.
According to a statement by the Iraqi Presidency, the meeting underscored the importance of consolidating security and political and social stability, while continuing efforts to address citizens’ needs, improve living conditions and public services, and strengthen confidence in state institutions.
The Prime Minister briefed the meeting on his participation in the 81st session of the United Nations General Assembly in New York. He outlined his meetings with heads of state and government, senior officials and representatives of international organisations, as well as discussions on strengthening Iraq’s international relations in a way that serves its mutual interests with other countries.
The attendees also discussed preparations for "Sovereignty Day", a national occasion marking the completion of Iraq’s sovereignty and the consolidation of the state and its institutions. They stressed that the next phase should see Iraq expand its relations with the international community, particularly in the areas of economic, trade and cultural cooperation, while strengthening international partnerships and advancing national interests.
The meeting also expressed support for the Iraqi government’s request to exempt Najaf International Airport from US Treasury Department measures concerning Iranian airline flights to airports in the region.
The leaders further stressed the importance of completing the formation of the Cabinet, saying this would strengthen government operations, improve the performance of state institutions and enable the government to implement its programme and respond more effectively to citizens’ needs and the challenges ahead.
The meeting reaffirmed that decisions on war and peace must remain the responsibility of the state, while the possession of weapons must be regulated within the framework of constitutional and legal institutions. The participants stressed that the issue of weapons outside state authority should be addressed through constitutional and legal mechanisms, in line with government-established timelines, to reinforce state sovereignty, safeguard national security and stability, and ensure a unified national position in confronting challenges and threats.
On the legislative agenda, the attendees stressed the need to strengthen the work of the Council of Representatives and accelerate the passage of priority legislation, particularly laws directly affecting citizens’ lives and needs. They also called for the activation of Parliament’s oversight role to improve the performance of state institutions and strengthen accountability and responsibility.
The meeting also expressed support for government measures and judicial efforts to combat administrative corruption and hold accountable those who violate the law.
The economic situation was also discussed, particularly the impact of regional tensions on Iraq and potential challenges facing the national economy. The leaders stressed the need to adopt measures to address these challenges and strengthen the economy’s ability to withstand regional and international developments.
Regarding the regional situation, the Presidencies reaffirmed Iraq’s position in favour of ending tensions and de-escalating crises. They stressed the importance of dialogue and diplomacy and called for peaceful means to resolve disputes between the parties involved, with the aim of contributing to regional security and stability and protecting the peoples of the region from further crises and their repercussions.
