Pire: Inclusive KRG Cannot Be Formed Without the PUK

Efforts to form the next Kurdistan Regional Government (KRG) are continuing, with the Patriotic Union of Kurdistan (PUK) reaffirming that a broad-based and representative administration cannot be established without the participation of both the PUK and the Kurdistan Democratic Party (KDP).

Speaking at a press conference on Saturday, 25 July 2026, Saadi Ahmed Pire, a member of the PUK Political Bureau, said the bureau had discussed PUK President Bafel Jalal Talabani's participation in a proposed meeting of Kurdish political leaders.

"The PUK Political Bureau, at its most recent meeting, called for President Bafel to take part in the summit meeting, on the condition that the leaders and heads of the Kurdish political parties also attend," Pire said.

He stressed that the continued delay in activating the Kurdistan Parliament and forming a new regional government has become a growing concern for the public.

"The delay in parliament carrying out its responsibilities and in the formation of the new government has become a matter of serious concern for our people," he said. "As a principal party in the government formation process, the PUK cannot accept further delays or justifications from other political parties. Parliament must resume its work as soon as possible, and the Kurdistan Region must have a functioning government."

Pire also underlined that any government intended to represent all parts of the Kurdistan Region must include both the PUK and the KDP.

"A comprehensive government representing all areas of the Kurdistan Region cannot be formed without the PUK and the KDP," he said. "Both major parties must demonstrate flexibility on a range of issues and create the conditions for other political parties to participate in the next government."

The Kurdistan Region remains in political deadlock over the formation of the tenth cabinet of the Kurdistan Regional Government (KRG) and the full activation of the Kurdistan Parliament. Although members of parliament elected in the 20 October 2024 elections were sworn in on 2 December 2024, the legislature has remained largely inactive amid ongoing deadlock in negotiations between the Kurdistan Region's largest political blocs, the PUK and the KDP.
