Qubad Talabani: Asayish is Not a Force to Intimidate Citizens, But a Force to Dispel Their Fears

During a ceremony marking the change of positions of two directors of the Kurdistan Region Security Agency (Asayish), Qubad Talabani, Deputy Prime Minister of the Kurdistan Region, said that the Asayish is not a force to intimidate citizens, but a force to dispel their fears.
A ceremony was held on Monday, 11 May 2026, in the presence of Hamay Hama Saeed, Minister of Culture and Youth of the Kurdistan Region, and Hiwa Ahmed, Head of the Kurdistan Region Security Agency (Asayish), during which Brigadier Khalid Mohammed Qadir was appointed as Director of the General Directorate of Diwan, and Colonel Hawar Majid Qadir was appointed as Director of the Sulaymaniyah Asayish Directorate.
Talabani congratulated the newly appointed directors and wished them success in their duties. He also highlighted the importance of coordination and cooperation between the Ministry of Culture and the Asayish Agency.
In his remarks, Talabani stated: “Asayish is not a force to intimidate people, but a force to protect citizens’ safety and property and to dispel their fears.”
He added that it is the responsibility of security institutions to train their personnel in a way that strengthens trust and respect in their dealings with the public.
Talabani further noted that although efforts have been made in recent years to improve the education level of security personnel, continued coordination with the Ministry of Culture and other institutions is necessary through new plans and programmes to further enhance cultural awareness and improve engagement with all segments of society.
He concluded that the security of the country will be strengthened when all citizens see themselves as partners and supporters of the security forces.
