Security Council Welcomes SDF–Syrian Government Agreement, Urges Adherence to Ceasefire

The United Nations Security Council has welcomed the agreement reached between the Syrian Democratic Forces (SDF) and the Syrian interim government, describing it as an important step towards stability in northern and eastern Syria (Rojava).
In a statement, Council members commended the agreement, which includes a permanent ceasefire and provisions for civilian, economic, administrative and military integration in areas previously under SDF control. They welcomed the commencement of its implementation and stressed the need for both parties to fully adhere to its terms.
The Security Council underlined that sustained compliance with the agreement is essential to alleviate civilian suffering, ensure the protection of local populations and guarantee unimpeded humanitarian access. Members also emphasised the importance of continued counter-terrorism efforts, noting the role played by the SDF during the campaign against ISIS in the region.
Council members reaffirmed the Syrian government’s responsibility to protect all its citizens, including Syrian Kurds, and encouraged further progress towards inclusive governance and the safe return of displaced persons to their areas of origin.
The Council expressed concern over reports of security vulnerabilities around detention facilities holding suspected ISIS militants in northern and eastern Syria. It called on all parties to avoid any security vacuum that could lead to further instability, including escapes from detention centres.
Members also acknowledged the contribution of regional partners, including the Government of Iraq and the Kurdistan Regional Government, in countering the ongoing threat posed by ISIS. They welcomed international cooperation aimed at addressing the issue of detainees and managing camps housing internally displaced persons with alleged links to extremist groups.
In its concluding remarks, the Security Council reaffirmed its commitment to Syria’s sovereignty, independence, unity and territorial integrity. It urged all states to respect these principles and to refrain from actions that could further destabilise the country.
The Council further stressed the importance of international support during Syria’s transitional period, particularly in strengthening counter-terrorism coordination and efforts to prevent the resurgence of extremist groups.
