PUK 222 Commits to Supporting Disputed Areas and Implementing Article 140

The Patriotic Union of Kurdistan's (PUK) list 222 is committed to supporting the disputed areas and resolving their status in line with the permanent Iraqi Constitution, through dialogue among political parties and the implementation of Article 140.
The PUK also regards itself as a key stakeholder in these areas, aiming to improve conditions and provide essential services to residents.
A Comprehensive Programme
Avseta Mohammed, candidate number 15 on PUK List 222 in Kirkuk Governorate, told PUKMEDIA that under the late President Mam Jalal's leadership, Article 140 was enshrined in the permanent Iraqi Constitution. “Today, President Bafel Jalal Talabani is steadily working to fully implement this article and restore the disputed areas that were subject to Arabisation under the former Ba’ath regime,” she said.
She added, “Serving the disputed areas is a priority for the PUK, which has developed a comprehensive programme to rebuild these areas and provide the highest quality services to their residents.”
Delivering Services to the Disputed Areas
Nizar Saman, candidate number 17 on PUK List 222 in Diyala Governorate, told PUKMEDIA: “The PUK is working tirelessly to implement the remaining provisions of Article 140, resolving the fate of the disputed areas. Thanks to these efforts, the Iraqi parliament has also passed legislation to return properties to their rightful owners, including those affected by certain past decisions of the dissolved Revolutionary Command Council, which has been fair to many farmers in these areas.”
He continued, “Under the leadership of Mr Bafel Jalal Talabani, the PUK places great emphasis on the disputed areas. By sending the largest possible number of representatives to the Iraqi parliament, the party aims to serve these areas and ensure justice for their people.”
Disputed Areas and Article 140
The PUK, through its List 222 electoral agenda, emphasises that the disputed areas covered under Article 140 remain a strategic priority. As in previous years, all efforts are being made to restore these areas through constitutional means. The PUK seeks to guarantee the financial, political, and social rights of residents and fully reintegrate these areas into the sacred land of Kurdistan.
Key measures include:
1. Expanding Services in Regional Administrations: Following the return of Kirkuk and the establishment of Kurdish administration there, the PUK aims to provide expanded services across all regional administrations and unify citizens’ personal documents, a goal achievable only by a strong and capable force like the PUK.
2. Activating Article 140: Strengthen efforts to implement Article 140 as a constitutional right for the Kurdish people, ensuring that all its provisions are applied to guarantee the rights of Iraq’s diverse communities.
3. Improving Administration and Resisting Demographic Manipulation: Continue administrative work in Kirkuk and other areas, implement projects to deliver and expand services, improve institutional performance, and resist demographic manipulation or internal identity conflicts.
4. Resolving Ownership and Citizens’ Rights Issues: Under the firm leadership of President Bafel Jalal Talabani, resolve disputes related to property, assets, and citizens’ rights in Kirkuk and all disputed areas, returning rights to their rightful owners.
