KRG and Federal Government in Final Talks to Resume Oil Exports and Non-Oil Transfers

Discussions are ongoing between the Kurdistan Regional Government (KRG) and the Iraqi federal government to implement the recently reached joint understanding on the resumption of oil exports and non-oil revenue transfers.
Shirwan Mirza, a former member of the Finance Committee in the Iraqi Parliament, told PUKMEDIA: The KRG and the federal government are prepared to resume oil exports from the Kurdistan Region, which is expected to take place within the next two days.
“This step will implement a key clause of the joint understanding between Erbil and Baghdad,” he said.
Regarding non-oil revenues, Mirza stated that there is a separate agreement between the two governments.
“A committee from the federal government is expected to visit Erbil to determine the size of non-oil revenues, half of which the KRG is required to transfer to the federal government,” he said.
According to Mirza, the KRG is prepared to transfer 120 billion dinars from its non-oil revenues to the federal Ministry of Finance—the same amount as was sent for May salaries—to enable Baghdad to disburse June salaries, pending final confirmation from the federal government.
Mirza also revealed that a joint committee from the federal government and the KRG will assess the volume of non-oil revenues in the coming months.
“However, non-oil transfers for June must be finalised before the Cabinet session scheduled for next Tuesday, allowing the cabinet to approve the disbursement of KRG salaries,” he said.
Mirza emphasised: “The next two days are crucial for resuming oil exports and sending non-oil revenues, enabling the federal government to pay salaries to Kurdistan Region's public sector employees for June. Completing these steps will resolve the salary issue once and for all.”
Public sector employees in the Kurdistan Region continue to await the resumption of oil exports, which is expected to resolve ongoing salary delays and ensure timely monthly payments, in line with employees elsewhere in Iraq. While Iraq has already begun distributing August salaries, public sector employees in the Kurdistan Region are still waiting to receive their June salaries, and no official date has yet been set for payment.
