Kurdistan Region's President Has 10 Days to Issue Regional Decree

In
line with the applicable laws of the
Kurdistan Region, the president of the Region is required to issue a regional
decree within 10 days following the ratification of the final results of the
Kurdistan parliamentary elections, summoning the elected members of parliament
to convene the first session and finalise the government formation procedures.
A
parliamentary advisor commented on the working days calendar of the Kurdistan
Parliament: "Parliament ought to convene for 70 days annually, with
members of parliament engaging in citizen affairs for 52 days."
Dr.
Fuad Ahmed, an advisor to the Kurdistan Parliament, informed PUKMEDIA:
"According to Article 10/3 of Law No. 1 of 2005 concerning the Presidency
of the Kurdistan Region, following the endorsement of the sixth term Kurdistan
parliamentary election results by the Iraqi Independent High Electoral
Commission (IHEC), the Presidency of the Kurdistan Region is required to issue
a decree within 10 days of the final results' approval, summoning the elected
members of parliament to the first session of the Kurdistan Parliament and
commencing the sixth term."
He
stated, "Subsequently, in
accordance with the law, elections for the presidency of the parliament must
take place, the elected MPs must undertake a legal oath, the Region's president
must be elected within 30 days, and thereafter, the remaining procedures for
government formation must be finalised."
Concerning
the 2025 working calendar of the Kurdistan Parliament, he stated, "Tuesdays and Wednesdays will be allocated for
parliamentary sessions, which must total 70 annually, excluding the summer
break in July and August and the winter break in December and February, except
for extraordinary sessions that the parliament is required to convene when
necessary."
The
Kurdistan parliamentary advisor also stated,
"On Sundays, members of parliament will address citizens' concerns,
which must total 52 days annually, while committee meetings must take place on
Mondays."
Moreover,
Ahmed stated, "Article 51,
paragraph 5, stipulates that the Presidency of the Kurdistan Parliament may
modify the weekly agenda when necessary."
The
IHEC previously declared that the results of the sixth term Kurdistan
parliamentary election were approved after the Judicial Board of Elections
dismissed all 41 complaints against the final results of the sixth term
Kurdistan parliamentary elections.
On
October 30, 2024, the IHEC announced the final results of the sixth term
Kurdistan parliamentary elections, after which 41 complaints were submitted
against the results within the three days given for submitting complaints.
The
special and general vote of the Kurdistan parliamentary elections were held on
October 18 and 20, 2024, where the Patriotic Union of Kurdistan (PUK) secured
23 out of 100 parliamentary seats with 409,548 votes in all four constituencies
of the Kurdistan Region.
